Nathaniel Roberts on the word 'Dalit"

Another major problem: SC≠Dalit. (SC is not a synonym for Dalit.)

The SC category is a government creation that works to strengthen the Hindu nation by refusing recognition to Christian and Muslim Dalits. To convert to either of these religions is therefore to lose SC status for reservations purposes, and protection (however minimal such protections are in reality) under the Atrocities Act. This amounts to an official governmental sanction against conversion to the faiths that Hindutva ideology constructs as "foreign."
"SC Christian" is literally a contradiction in terms; "Dalit Christian" is not. The language politics Thorat has insisted upon would make Orwell blush---it deprives us of the linguistic resources even to talk about Dalit Christians, Dalit Muslims.

It also makes it impossible to talk about the history of discrimination against Dalits since the times of Manu. 
Because "SC" is specifically a modern governmental category, it cannot be used to refer to Dalits who lived prior to the drawing up of the Schedule. There have been Dalits (even if they did not call themselves that) for most of Indian history, but not SCs. So insisting on the word SC basically implies a fundamental break with the past that is false.

"Dalit" is an analytical term that can be applied to premodern India. The same is true of "untouchable," another term that can legitimately be applied to other historical periods, even though its dates only to the early 20th century.  Whether we like the word "untouchable" or not is a separate matter. My point is that the argument against "SC" is not that it is offensive, but that it is wholly inaccurate.

S.K.Thorat Committee says ‘NO’ to the word Dalit in the NCERT text books.





The report of the S.K.Thorat committee appointed to review NCERT text books has recommended not using the word Dalit in the text books. When it gives its general recommendations it has mentioned that “The word Dalit should not be used.  In that place SC should be used or it should be verified whether the replacement is legally fine” (APPENDIX 1 Class IX      Democratic Politics) . I do not see any valid reason in this recommendation.
I am giving below an exchange occurred between me and Mr K.Narayanan, the former Readers’ Editor of The Hindu Newspaper, in 2008.

                      WITH DUE RESPECT AND REGARD, IT IS HUMBLY BROUGHT TO YOUR KIND NOTICE THAT MANY A TIMES YOUR ESTEEMED NEWSPAPER CARRIES NEWS REPORTS ABOUT DALIT ATROCITIES AND OTHER INCIDENTS REGARDING  THEM. ALTHOUGH IT WAS INSTRUCTED BY THE NATIONAL COMMISSION  OF SCHEDULED CASTED WAY BACK IN JANUARY 2008 THAT THE WORD "DALIT" SHOULD NOT BE USED AS IT IS NEITHER CONSTITUTIONAL NOR IT FINDS MENTION IN ANY STATUTE.  AFTER THIS DIRECTIVE, VARIOUS STATE GOVERNMENTS INCLUDING HARYANA AS WELL AS UT ADMN INSTRUCTED AGAINST USE OF THE WORK DALIT IN OFFICIAL DOCUMENTS/COMMUNICATIONS ETC.  
                    THE QUESTION I WANT TO ASK IS WHETHER THE PRESS SHOULD CONTINUE USING THE WORK "DALIT".  I THINK THE PRESS COUNCIL SHOULD HAVE A THOROUGH DEBATE OVER THIS.  I WOULD LIKE TO HEAR YOUR REPUTED PAPER'S VIEW ON THE SUBJECT.

'Dalit' and SC commission

           It is true that the National SC/ST commission has suggested that the word  Dalit not be used in official communication and a few state governments have acted on this. The commission's view is that the term is 'unconstitutional'. What we must realize is that the Constitution is not a lexicon. It cannot delimit social and cultural usage. In the US, the term negro was used for a long time to refer to blacks. Today, African American is used by every one. In India, the bureaucracy and administration have to keep pace with the times. The use of the official term Scheduled Castes does not in any way clash with the social/ academic/ literary/ media use of the term Dalit. The two are independent. Some observations in this context.

1.    Statutes are enacted to maintain law and order not to interfere in the affairs of language. So looking at the statutes to decide the fate of a word is incorrect.
2.    The SC/ST commission's directive is only meant for 'the official documents' not for the media or literature or rest of society.
3.    Dalit leaders have used many words to call themselves. Pandit  Iyothee Thass(1845-1914) a leader of Tamil dalits had used "casteless Dravidians" and "Original Buddhists". He criticized the usage of the word 'Depressed Class' in his writings.
4.    Ambedkar used several words -- Depressed Class, Untouchables and Minorities, and also on a few occasions the term 'Dalit'.
5.    A well known scholar of the Dalit movement and literature Eleanor Zelliot has stated in her introduction to Vasant Moon's autobiography 'Growing up Untouchable in India': "The most recent nomenclature for ex-untouchables is 'dalit'; a term meaning downtrodden or broken down but used with pride as self-chosen name that reflects no idea of pollution and can include all who identify themselves as oppressed by the caste system.' Dalit' came into currency in the 1970s in movements that took names such as Dalit Panthers and Dalit literature and now is the preferred name for those (such as Vasant Moon) who want to free themselves from the concept of pollution and from the patronage of Gandhian ideology". So the etymological meaning of the word 'Dalit' is not important here as much as its functional meaning.
6.    It is a 'subjectivity' chosen by those who want to annihilate caste system; it is not an 'identity'. Choosing subjectivity is a conscious act. But the Hindu caste system wants to reduce the subjectivity into an identity by making the word as a mere replacement for Scheduled Caste or Untouchable.
7.    So we have to restrict the instruction of the SC commission to official documents of the central/state governments.
8.    We must oppose any attempt to ban the word 'Dalit'.
9.    At a time when the Australian prime minister apologized to the nation for the atrocities perpetrated on the aborigines, and at a time when in Canada the state has apologized for the oppressive policies Native Americans (First Nation people) were subjected to till as late as the 1970s, we in India seem to be involved to be quibbling over non-substantive issues.

Overuse of political cartoons in school textbooks: Thorat Committee

NEW DELHI: The Thorat Committee constituted to review NCERT's political science textbooks is of the view that there has been an overuse of political cartoons. It has recommended that guidelines be put in place to govern the use of materials like cartoon.

In the aftermath of the controversy over the Ambedkar cartoon during the Budget session of Parliament, the human resource development ministry had asked the NCERT to set up a committee to review the social science and political science textbooks published by the NCERT for classes IX to XII. The Committee headed by SK Thorat, chairman of the Indian Council of Social Science Research set up on May 14 was review these textbooks with an eye to identify educationally inappropriate material in them and to provide suggestions for alternatives to be placed in the textbooks.

The Committee had one month to review the Class XI political science textbook, "Indian Constitution at Work". The use of a 1949 cartoon by Shankar in the NCERT textbook had created a stir in Parliament, as many MPs found its depiction of Ambedkar unacceptable.

In its review of the Class XII text, the Committee felt that there had been an overuse of cartoons and some of these were not relevant. Sources close to the developments said that "students in big metros like Delhi and Bombay can understand these cartoons in the spirit in which they were made. This is because they are exposed to and have access to a lot of other materials and information. However, students in smaller towns and rural areas don't have that same access, and the cartoons take on a different interpretation."

There was a view in the Committee that some of the cartoons were not very innocent and therefore liable to hurt sentiments. Given that it was very difficult to determine which cartoons could hurt the sentiments of groups of people or communities, the Committee felt that there was a need to establish guidelines for the use of materials like cartoons. This would allow for a more judicious choice. Sources stressed that the Committee was happy with the approach taken in these textbooks, and would not like them withdrawn.

அம்பேத்கர் வழியில் வந்த அவர்களை வணங்குகிறேன்!


இன்று (26.08.2011) காலை சுமார் பதினொரு மணியளவில் பல்கலைக்கழக மானியக் குழுவின் (யு.ஜி.சி) முன்னாள் தலைவர் திரு.எஸ்.கே.தோரட் என்னைத் தொலைபேசியில் தொடர்புகொண்டார்.அவர் இந்து நாளேட்டில் லோக்பால் குறித்து எழுதியிருந்த கட்டுரையைச் சுட்டிக்காட்டிப் பாராட்டினேன். அவருடைய கட்டுரை வெளியானதற்கு முந்தைய நாள்தான் அருந்ததி ராயின் கட்டுரை வெளியாகியிருந்தது .(இதை எழுதும்போது இந்து நாளேட்டின் இணையதளத்தை சோதித்தேன். அருந்ததியின் கட்டுரைக்கு 1031 எதிர்வினைகள் பதிவாகியிருந்தன. தோரட்டின் கட்டுரைக்கு 229 எதிர்வினைகள் மட்டுமே பதிவுசெய்யப்பட்டிருந்தன.) இரண்டு கட்டுரைகளுமே அண்ணா அசாரேவின் வழிமுறைகளை ஏற்கவில்லை என்றபோதிலும் வேறுவேறு அணுகுமுறைகளைக் கொண்டிருந்தன.

கடந்த சில நாட்களாக இந்திய ஊடகங்களின் உயிர்க்காற்றாக மாறிவிட்டிருக்கும் லோக்பால் பிரச்சனையை மத்தியில் ஆளும் காங்கிரஸ் அரசு எப்படி தீர்க்கப்போகிறது எனத் தெரியவில்லை. பிரதமர் மன்மோகன் பேசியதற்கும், ராகுல் பேசியதற்கும் இடையே நிறைய வேறுபாடுகள்  இருக்கின்றன. மன்மோகனின் சரணாகதிப் பேச்சிலிருந்து முற்றிலும் வேறுபட்டதாக ராகுலின் பேச்சு இருந்தது.நாளையதினம் நாடாளுமன்றத்தில் வெளிப்படப்போவது மன்மோகனின் கருத்தா அல்லது ராகுலின் கருத்தா என்பதைக் கவனிக்கவேண்டும். மன்மோகன்சிங் ஓய்வெடுக்கப் போவதற்கான நேரம் நெருங்கிவிட்டது என்பது தெளிவாகிவிட்டது. அவர் இனிமேலும் பிரதமர் பொறுப்பிலிருந்துகொண்டு சிரமப்படத் தேவையில்லை. அவர் பதவியில் நீடித்தால் பாரதிய ஜனதாவுக்கென்று தனியே ஒரு தலைவரை நியமிக்கத் தேவையிருக்காது. அந்த அளவுக்கு பி.ஜே.பியை வளர்க்கின்ற பணியில் ஈடுபட்டிருக்கிறார் மன்மோகன் சிங்.  இது காங்கிரஸின் உள்கட்சிப் பிரச்சனை என்று நாம் ஒதுங்கிக்கொள்ள முடியாது. நரசிம்ம ராவ் வளர்த்துவிட்ட இந்துத்துவம் இந்த நாட்டையே சூறையாடியது,  பல்லாயிரக் கணக்கான உயிர்களைப் பலிவாங்கியது. அதுபோல மன்மோகன் சிங்கின் சரணாகதி அணுகுமுறையும் எதிர்கால இந்தியாவை நாசம் செய்யப் போகிறது. அதில் சந்தேகமே இல்லை.

தோரட்டோடு பேசிக்கொண்டிருந்தபோது அவரிடம் லோக்பால் குறித்த என் கருத்துகளைப் பகிர்ந்துகொண்டேன். தற்போது அரசுப் பணிகளில் மட்டும்தான் இட ஒதுக்கீடு இருக்கிறது.அதுவும் சரிவர நிரப்பப்படுவதில்லை. ’பின்னடைவுப் பணியிடங்களை நிரப்புவோம்’ என்பது அரசியல் கட்சிகளின் போலி வாக்குறுதிகளில் ஒன்றாகிவிட்டது.பதவி உயர்வுகளில் இட ஒதுக்கீடு இல்லை என்றார்கள், உச்சநீதிமன்றம் அறிவுறுத்தியும்கூட பல மாநிலங்களில் பதவி உயர்வில் இட ஒதுக்கீடு கொடுக்கப்படவில்லை. தட்டுத் தடுமாறி தலித் ஒருவர் பதவி உயர்வுக்குத் தகுதி பெற்றால் அவர்மீது இல்லாததும் பொல்லாததுமான குற்றச்சாட்டுகளைச் சொல்லி அவருக்கு ‘மெமோ’ கொடுத்து , பதவி உயர்வுக்குத் தகுதியில்லாமல் ஆக்கிவிடுவது ஆதிக்க சாதியினரின் சதிவேலைகளில் ஒன்று. அப்படியான சூழலில் அண்ணா அசாரேவின் லோக்பால் மசோதா சட்டமாகிவிட்டால் அதனால் தலித்துகள் அதிகம் பாதிக்கப்படுவார்கள். ஏற்றத் தாழ்வுகளை அடிப்படையாகக் கொண்ட இந்திய சமூகத்தில் எல்லையற்ற அதிகாரத்தோடு ஒரு அமைப்பு உருவாக்கப்பட்டால் ,அதில் தலித்துகள் இடம்பெறுவதற்கு வழியில்லையென்றால் நிச்சயம் அது சாதிய சமூகத்தின் பாரபட்சங்களை மறு உற்பத்தி செய்யும். செல்வாக்கு உள்ளவர்களையும், வலிமையானவர்களையும் லோக்பால் அமைப்பு தண்டிக்கும் என்று சொல்ல முடியாது, ஆனால் தலித்துகள் நிச்சயம் அதனால் பலியிடப்படுவார்கள். இந்த ஆபத்தை உணர்ந்தே தலித் அறிவுஜீவிகள் லோக்பால் மசோதாவை, அண்ணா அசாரேவை எதிர்க்கிறார்கள்.

தோரட் ஒரு யோசனையைத் தெரிவித்தார். ’தலித் ஒருவரைப் பற்றி லோக்பால் அமைப்பிடம் புகார் தெரிவிக்கப்பட்டால் அந்தப் புகாரில் சாதிய காழ்ப்பு இருக்கிறதா என்பதை ஆராயவேண்டும். அப்படி ஆராய்வதற்குத் தனியே ஒரு அமைப்பை உருவாக்கத் தேவையில்லை. தற்போது மத்தியிலும் மாநிலங்களிலும் இருக்கின்ற தாழ்த்தப்பட்டோர் ஆணையமே அதற்குப் போதும்’ என்று தோரட் சொன்னார்.அதைப்பற்றி விரிவாக ஒரு கட்டுரை எழுதி  அதை நாடாளுமன்ற தலித் உறுப்பினர்களிடையே சுற்றுக்கு விட்டிருப்பதாகவும் சொன்னார்.

பாபர் மசூதி இடிப்பின்போதும் அதற்குப் பிறகான வன்முறைகளிலும் எஸ்.சி/எஸ்.டி பிரிவைச் சேர்ந்தவர்கள் ஈடுபட்டதாகப் பழிபோட்டார்கள். அதுபோலத்தான் குஜராத் கலவரத்துக்குப் பிறகும் சொன்னார்கள். லோக்பாலைப் பற்றியும் அப்படியொரு விமர்சனம் வந்திருக்கலாம். ஆனால் அதற்கு வாய்ப்பெதுவும் தராமல் தலித்துகள் சரியாகத் தமது உணர்வுகளை,ஐயங்களை வெளிப்படுத்தி வருகிறார்கள். அம்பேத்கர் வழியில் வந்த அவர்களை வணங்குகிறேன்!
